In future London (1950!) arms dealers provoke war between Europe and the Atlantic nations. Sited as a British Metropolis, without the budget, but a similarly naïve outlook. Yet does have something to say about wars being promoted by few, not the many. An interesting curiosity, but bit of a drag.
