The Penguin rises from the sewer and makes a deal with a ruthless tycoon to become mayor. More cohesive but the stakes still never seem high. The problem’s the uneasy marriage of gothic noir with old-fashioned comic book eccentricity, which undermines the drama. Great cast though, and love that cat-suit!
